Established in 1951, and operational in Pakistan since 1981, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, inter-governmental and non-governmental partners. Over the years, IOM has expanded and affirmed its role as the leading Organization assisting the Government of Pakistan to ensure humane and orderly movement of people by devising practical solutions to shifting dynamics of migration, protecting, assisting and supporting vulnerable migrant populations, promoting international cooperation on migration issues and serving as a key source of advice on migration policy, research, data and practice.

As a part of IOM Pakistan, Migration Management Division (MMD) implements a range of projects and activities in order to strengthen the capacities of the Government of Pakistan in the areas of migration and border governance, readmission cooperation, labour mobility, countering trafficking in persons and smuggling of migrants. Activities contributing towards these responses include conducting assessments, dealing with infrastructure improvements, provision of technical equipment, organising trainings, workshops and study visits.

Under the overall supervision of the Chief of Mission and direct supervision of the Senior Programme Manager (IBG), the National Programme Officer will be responsible for the following duties:

Responsibilities and Accountabilities:

  • Coordinate projects and activities assigned by the Senior Programme Manager including planning and implementation, budgeting, monitoring and evaluation, project visibility and reporting requirements.
  • In close coordination and collaboration with the National Programme Development & Reporting Officer, support the drafting of the concept notes and project proposals based on the initial ideas and inputs received from the Senior Programme Manager other MMD staff.
  • Lead and guide the staff and consultants under her/his supervision specifically in the areas of the programme/project development, implementation, visibility, reporting and M&E.
  • Analyze programme/project delivery and make recommendations for a strategic and operational improvements in line with the MMD strategic vision and key performance indicators.
  • Establish and maintain professional and mutually beneficial relationship with relevant governmental authorities, donors, UN Agencies, non-governmental organizations (NGOs), private sector and civil society organizations, with the aim of coordinating, implementing and promoting the programme activities.
  • Prepare and deliver presentations during the conferences, workshops, trainings and other strategic and operational events in the area of MMD programme activities.
  • Participate in strategic and operational meetings with variety of stakeholders both internally and externally.
  • Act as the Officer in Charge in the absence of Senior Programme Mahager, providing overall management of the Migration Management programme including day to day supervision of project activities, exercise delegation of authority, and representational functions.
  • In close coordination and collaboration with the National Programme Development & Reporting Officer, coordinate the preparation of regular and ad-hoc briefing notes, talking points, presentations and other similar products for the senior management team of MMD.
  • Perform other duties as may be assigned by the direct supervisor.

Required Qualifications and Experience:

EDUCATION:

  • Bachelor’s degree from an accredited academic institution, preferably in the area of migration, international relations, security, development, humanitarian or similar field, with at least two years of relevant professional experience.

EXPERIENCE:

  • Experience in programme/project management in the field of migration management, border governance, labour mobility, development, humanitarian or similar area;
  • Extensive experience in liaising with national governmental and non-governmental authorities as well as with international institutions/organizations;
  • Sound and proven understanding of internal and international migration related issues from an operational and policy perspective;
  • Familiarity with financial and business administration in IOM;
  • Having analytical and problem-solving skills, including ability to identify and participate in the resolution of issues/problems;
  • Experience in drafting project-related documents such as concept notes, project proposals, reports as well as briefing notes, talking points, presentations, communication materials and similar documents.
  • Experience working with UN agency or international organization; prior work with IOM and familiarity with IOM protocols is an asset.
  • Internationally recognised project management certification is a distinct asset.

  • Strong communication and coordination skills.
  • Well-organized, detail-oriented and able to prioritize and manage multiple tasks simultaneously with minimum supervision.
  • Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds.
  • Proven ability to produce quality work accurately and concisely according to set deadlines.

Languages:

  • IOM’s official languages are English, French, and Spanish.

REQUIRED:

  • For this position, fluency in English and Urdu is required (oral and written).

DESIRABLE:

  • Working Language is Urdu and English or any other local language/s
